Marshmallow Baby Blanket

There is something seriously wrong with this pattern. The clusters have got to be missing a step or something because if you do what it says, you do not have enough loops on the hook to do the final cluster step.

I've never crocheted a round Blanket before, but I like the way this pattern reads and I think the triple cluster stitch used in the border will look beautiful. I'm putting this Marshmallow Baby Blanket on my to do list. It looks and reads well and should come out great. Thank you for this beautiful free crochet pattern.

I'm having problems understanding the boarder of this blanket. The finishing instructions are confusing to me. Can someone help? If I had an enlarged pattern it might help.

Why doesn't this pattern say how many clusters there should be in each round?
